As per the Rules of Procedure of the Pan-African Parliament, any citizen of a Member state and any natural or legal entity residing or having a registered office in a Member State shall have the right to address, individually or in association with other citizens or persons, a petition to Parliament on a matter which comes within the fields of activity of the Union and which affects them directly.

Petitions shall show the name, nationality and permanent address of each petitioner. If they comply, they shall be listed in a public register unless the petitioners request for a confidential treatment. Non-compliant petitions shall be filed, and the petitioner shall be informed of the reasons. Registered petitions shall be forwarded to the relevant Permanent Committee by the President and the former shall report to the house on the recommendations for adoption by the house. The President shall inform the petitioner of the decisions taken.
