PAP and EP Mark a Historic Milestone with Joint Declaration in Luanda, Angola

The Pan-African Parliament (PAP) and the European Parliament (EP) have issued a Joint Declaration following the African Union (AU)–European Union (EU) Parliamentary Pre-Summit Meeting held in Midrand, South Africa, on 14–15 November 2025.

Adopted today ahead of the 7th AU–EU Summit, currently underway in Luanda, Angola, the Declaration reaffirms the commitment of both continents to renewed cooperation grounded in democratic values, accountability, and shared prosperity, and outlines key priorities.

The Pre-Summit Parliamentary Meeting served as a strategic platform for joint reflection, consensus-building, and the development of shared messages and recommendations to be transmitted to AU–EU Heads of State and Government. This process ensured that the voices and aspirations of citizens are meaningfully integrated into the Luanda Summit. It further underscored the commitment of both parliaments to a partnership of equals.

The Joint Declaration was officially presented by H.E. Chief Fortune Charumbira, President of the Pan-African Parliament, and H.E. Younous Omarjee, Vice-President of the European Parliament in Luanda.

In 2025, the AU and the EU mark 25 years of their unique and longstanding partnership. This formal political framework has enabled both continents to deepen economic, cultural, and political cooperation. The AU–EU Summit represents a pivotal moment to evaluate progress and reinvigorate the partnership in line with Africa’s development priorities as articulated in Agenda 2063, the EU’s development priorities, and the overarching AU–EU Strategy.
