Joint Meeting of Pan-African Parliament Committees on Legislative and Strategic Issues

As part of the ongoing Sitting of its Permanent Committees, the Pan-African Parliament (PAP) convened a joint session of the Committee on Rural Economy, Agriculture, Environment and Natural Resources; the Committee on Gender, Family, Youth and People with Disabilities; and the Committee on Justice and Human Rights—to address critical legislative and strategic issues.

The agenda featured updates on the proposed Pan-African Parliament Model Law on Climate Change in collaboration with Pan African Climate Justice Alliance and a presentation by AUDA NEPAD on the Comprehensive Africa Agriculture Development Programme (CAADP) Strategy and Action Plan (2026–2035).

Model Law on Climate Change

The discussion focused on developing robust legislation to mitigate climate change impacts, empower local communities, and enhance environmental resilience. Parliamentarians emphasized the need for a legal framework enabling African nations to access carbon credits, ensure fair trade policies, and secure climate adaptation financing.

CAADP Strategy and Action Plan (2026–2035)

AUDA-NEPAD’s presentation on “Building Resilient Agri-Food Systems in Africa” underscored plans to strengthen food security, boost agricultural productivity, and foster resilience against economic and environmental vulnerabilities. Committee members explored actionable strategies to implement these goals and propel Africa’s agricultural sector toward sustainability.

Africa’s Climate and Agricultural Resilience

Discussions highlighted Africa’s need for resilient agri-food systems amid shifting global geopolitics, particularly in light of declining external aid, including the withdrawal of US funding. Experts stressed the importance of industrialization and technological advancement in achieving economic self-reliance.

Call for Climate Justice and Reparations

With Africa facing over US$100 trillion in unpaid climate reparations, the African Union’s 2024 theme prioritizes climate justice and reparations, reinforcing the continent’s demand for equitable global policies.
