AU Agenda Must Be a Legislative Priority to Accelerate Continental Integration – PAP President tells National Assembly of Mozambique

The President of the Pan-African Parliament (PAP), H.E. Chief Fortune Charumbira, has urged African Parliaments to ensure that Agenda 2063, Africa's development blueprint for inclusive and sustainable socio-economic development, is made a legislative priority in order to achieve the Africa We Want.

Highlighting the PAP’s role in harmonisation and coordination of African Union (AU) Member States’ legislation, the President of the Continental Parliament stressed that the appropriation of AU programmes by national legislatures, coupled with the ratification and domestication of legal instruments, is essential to accelerating continental integration.

H.E. Chief Charumbira delivered this message during bilateral talks with Rt. Hon. Margarida Adamugi Talapa, Speaker of the Assembly of the Republic of Mozambique, at the start of a three-day official visit to the country.

The bilateral visit forms part of a series of engagements the PAP President has initiated with national legislatures following the conclusion of the Fifth Ordinary Session of the Sixth Parliament of the PAP, with the objective of enhancing the harmonisation and coordination of legislation among AU Member States.

During his meeting with the Speaker of the National Assembly, in the presence of respective delegations, H.E. Chief Fortune Charumbira underscored the PAP’s responsibility to create awareness among African peoples on the AU’s objectives, policy aims, and programmes.

"We cannot develop as a continent if we are fragmented. The PAP was therefore established as a mechanism to facilitate and oversee the implementation of AU policies, objectives, and programmes; harmonization of legislation; and to serve as a platform ensuring the full participation of African peoples in the economic development and integration of the continent. This is Africa’s Parliament, your Parliament. We are ready for strengthened collaboration with the National Assembly of Mozambique in various domains,” said H.E. Chief Charumbira.

Recalling the PAP’s function to strengthen continental solidarity, promote peace, security and stability, and pursue a common economic recovery strategy, the PAP President commended the leadership of the Republic of Mozambique and its National Assembly for embracing dialogue and consensus in the wake of post-electoral protests that threatened the country’s stability.

Welcoming the PAP President and his delegation, Rt. Hon. Margarida Adamugi Talapa provided an overview of the prevailing political, economic, and social situation in Mozambique. She highlighted the strides made in economic recovery, social cohesion, and political stability, while outlining areas where collaboration with the PAP would be beneficial.

“The challenges facing our countries demand a visible and active Pan-African Parliament. We commend the President of the institution for revitalising the Continental Parliament and making it fit for purpose to serve the people of Africa. We are committed to enhancing our cooperation with the PAP, as we believe in the ideals it promotes,” said the Speaker of the National Assembly of Mozambique.

The President of the Pan-African Parliament (PAP), H.E. Chief Fortune Charumbira, is undertaking the three-day bilateral visit to the National Assembly of the Republic of Mozambique from 25 to 28 August 2025.

This visit is aligned with Article 11(7) of the PAP Protocol, which mandates the institution to "promote the coordination and harmonisation of policies, measures, programmes, and activities of the Regional Economic Communities and the parliamentary forums of Africa."

The bilateral visit to Mozambique follows a recent engagement with the National Assembly of Angola, which concluded with a meeting between the PAP President and H.E. João Lourenço, President of the Republic of Angola and Chairperson of the AU. Discussions centered on the PAP’s vital role in unifying Africa and addressing the pressing needs of its citizens.
