Delivering a keynote address on behalf of the President of the Pan-African Parliament, H.E. Chief Fortune Charumbira during the GSMA's inaugural Ministerial Programme at the Mobile World Congress in Kigali, Hon. Danson Muntagana (Kenya), a Member of the Committee on Monetary and Financial Affairs, announced that the Pan-African Parliament (PAP) will be exploring a Model Law on AI Governance.
This initiative aims to ensure that Africa keeps pace with the digital revolution. Hon. Muntagana expressed hope that through this endeavor, the continent can harness the potential of digital transformation in a manner that is safe, adaptable to African realities, and addresses concerns surrounding AI.
He highlighted that the PAP's participation in the 2025 Mobile World Congress follows a series of activities conducted throughout this year aimed at shaping Africa's digital future. The Parliament is collaborating with various partners to empower its members to make informed policy decisions. Hon. Muntagana also called on stakeholders across the board to join efforts with the Pan-African Parliament. The goal is to create a platform that enables African citizens to actively participate in the decision-making processes of the African Union and to fulfill the aspirations outlined in Agenda 2063.
The GSMA is hosting the first edition of the Ministerial Programme at MWC Kigali, marking a new chapter in our commitment to advancing the digital agenda in Africa. The three-day conference will provide a unique experience to attendees, showcasing policy and regulatory topics pertinent to the region, such as the rapid evolution of artificial intelligence, accelerating the digitalisation of African economies, new digital infrastructure investment frameworks, and regulating the digital age.
