Orange Group Expresses Interest in Contributing to the Pan-African Parliament's Model Law on AI Governance

A significant announcement emerged from the recently concluded Mobile World Congress 2025 (MWC25) in Kigali: the Pan-African Parliament (PAP) is set to develop a Model Law on Artificial Intelligence (AI) Governance for Africa. This initiative underscores the Pan-African Parliament’s commitment to shaping the continent's digital future by harnessing the advantages of digital transformation while effectively managing the associated risks, particularly those surrounding AI. The proposed Model Law aims to serve as a guiding framework for all African Union (AU) member states.

In light of this initiative, Orange Group, a prominent multi-service operator and a key player in the region’s digital transformation, expressed its eagerness to participate in the Model Law's development. On the margins of the MWC25 in Kigali, representatives from Orange engaged with Pan-African Parliament leadership, led by H.E. Chief Fortune Charumbira. They emphasized the necessity of connectivity for successful AI implementation and offered to collaborate with the Pan-African Parliament to integrate this vital aspect into the proposed legislation.

H.E. Chief Fortune Charumbira welcomed Orange Group's interest, highlighting its significance in fostering collaboration with global stakeholders on pressing matters affecting African citizens. He noted, “This interest reflects our growing visibility and impact in elevating African voices on continental and international stages. We are committed to inclusivity and open to working with various partners to craft a Model Law that reflects our unique realities.”

As the dialogue continues, both the Pan-African Parliament and Orange Group are poised to engage in a collaborative effort to create a comprehensive framework that not only addresses the potentials of AI but also safeguards against its potential challenges in Africa.
