CAPA adopts October 2022 Draft Report

The Pan-African Parliament (PAP)’s Committee on Audit and Public Accounts (CAPA) has adopted the Draft Report of October 2022 and the Draft 2023 CAPA Work Plan subject to changes and proposals made at the ongoing First Ordinary Session of the Sixth Parliament of the PAP in Midrand, South Africa.

The meeting which saw the entire Committee unanimously agreeing on adoption of the draft Reports was held under the African Union theme for 2022, “Building resilience in nutrition on the African continent: Accelerate the human capital, social and economic development”.

The CAPA is scheduled to present its final Draft Report to the First Ordinary Session of the Sixth Parliament of the PAP next week at the Plenary for debate and adoption. The draft report was generated from CAPA Sittings, which were held from 28 to 20 August 2022 and 17 to 22 October to review audit reports on the activities of the PAP.

The work of this Committee leading to this Report is in accordance with its mandate as provided for in Article 3 of the PAP Resolution that established it as a Committee in October 2015.

In accordance with Rule 22 (2) of the Rules of Procedure of the PAP on the establishment of the Committees, the CAPA was established on October 14 October 2015 following the adoption of the Resolution by the 1st Ordinary Session of the Fourth Parliament.

At the 4th Ordinary Session of the First Parliament in 2004, the PAP mandated the Office of Internal Audit of the PAP to ‘ensure that the Financial Rules and Procedures of the PAP are up to date, effective and are adhered to accordingly, PAP/DOC/4th Session/Decision 2 refers’.

“I am pleased with the commitment shown by the parliamentarians towards the growth of the PAP,” said CAPA Deputy Chairperson, Hon. Said Brahim Said.

“The commitment we are experiencing as a committee is assuring. We confronted challenges of getting quorums to make decisions or working forward, and that is in the past now. We commend the spirit of commitment we are experiencing.”

Leading to this sitting, the CAPA Report was presented and discussed with the Bureau without the Bureau being in a position to alter what CAPA members had agreed upon. The meeting also discussed institutional issues, service-related issues and financial matters.
