The Experts’ Meeting on the Draft Model Law on Labour Migration in Africa has commenced in Accra

The Technical Experts’ Meeting, taking place from 3 to 5 September 2025, aims to review and validate the latest draft of the Pan-African Parliament (PAP) Draft Model Law on Labour Migration in Africa. The review process is being conducted in light of African Union (AU) frameworks, stakeholder contributions from the Continental Consultation, and gap analyses undertaken by various partners.
Specifically, the Technical Experts’ Meeting seeks to achieve the following objectives:
1. Assess the relevance of contributions received from stakeholders during and after the Continental Consultation;
2. Integrate relevant contributions into the draft Model Law, ensuring consistency with the current structure, content, and provisions of the draft, as well as alignment with applicable normative frameworks;
3. Explore, discuss, and address potential gaps and areas for improvement in the draft Model Law;
4. Build consensus to increase stakeholder buy-in and ownership of the Model Law, including among lawmakers, AU Organs, civil society organizations, and legal experts;
5. Identify post-adoption implementation pathways and advocacy actions required for the domestication of the Model Law.
The meeting brings together up to 25 participants, including experts and legal advisors from PAP and the AU Commission; technical representatives from Regional Parliaments (ECOWAS, IGAD, EAC, COMESA, SADC); labour law, standards, and migration specialists from ILO, IOM, and UN partners; national government legal drafters and ministry representatives; employers’ and workers’ organizations; civil society and academic experts; as well as gender and digital rights specialists.
The Model Law is being developed by the Pan-African Parliament, with technical support from the African Union Commission and the International Labour Organization.
