Pan-African Parliament Holds Technical Meeting on the Model Law on Climate Change in Djibouti

The Pan-African Parliament Committee on Rural Economy, Agriculture, Environment and Natural Resources is holding a critical Technical Consultation on the Draft Model Law on Climate Change at the National Assembly of Djibouti. The technical meeting, scheduled for 7–9 December 2025, forms part of ongoing efforts to develop a unified and coordinated legislative response to climate change across the African continent.

The meeting was officially opened by Rt. Hon. Dileita Mohamed Dileita, Speaker of the National Assembly of Djibouti. In his opening remarks, he underscored the significance of the initiative led by the Pan-African Parliament and the Pan African Climate Justice Alliance (PACJA) to develop the Model Law on Climate Change, noting that “concerted and synergized efforts are always needed to minimize the negative impacts of climate change.”

The technical meeting is being led by Hon. Abdallah Barakat Ibrahim, Vice-Chairperson of the Pan-African Parliament Committee on Rural Economy, Agriculture, Environment and Natural Resources. Speaking on behalf of the President and the Bureau of the Pan-African Parliament, Hon. Barakat expressed sincere gratitude and appreciation to the Speaker of the National Assembly of Djibouti for hosting and facilitating the meeting. He also welcomed participants and outlined the objectives of the consultation, emphasizing that “its key objective is to engage consultants and key stakeholders to define the scope, structure, and substantive elements of the Pan-African Parliament Model Law on Climate Change.”

The development of the Model Law on Climate Change is a strategic step toward strengthening Africa’s collective negotiating position at international climate forums and fostering harmonized climate governance across African Union Member States.
