The President of the Pan-African Parliament (PAP), H.E. Chief Fortune Charumbira, led a PAP delegation to the Second Africa-CARICOM Summit, held on 7 September 2025 in Addis Ababa, Ethiopia.
The Summit brought together African nations, Caribbean states, and the global African diaspora to strengthen unity, deepen integration, and jointly advance reparations and reparatory justice through a comprehensive transcontinental partnership framework. It was convened under the theme: “Transcontinental Partnership in Pursuit of Reparatory Justice for Africans and People of African Descent through Reparations.”
Hosted by the Government of Ethiopia in collaboration with the African Union Commission and the CARICOM Secretariat, the Summit provided the Pan-African Parliament with a platform to highlight its role in promoting parliamentary diplomacy, advancing continental integration, and ensuring that Africa’s citizens and diaspora remain central in the pursuit of reparatory justice and shared prosperity.
“The 2nd Africa-CARICOM Summit represents a turning point in building a truly united transcontinental partnership. The Pan-African Parliament stands ready to provide legislative support and ensure the voices of Africans and people of African descent are championed in this historic pursuit of reparatory justice and sustainable development,” said H.E. Chief Charumbira.
Key outcomes of the summit included:
1. Adoption of the Addis Ababa Declaration on Reparatory Justice for Africans and People of African Descent;
2. Endorsement of stronger institutional cooperation under the AU–CARICOM MoU, covering trade, education, cultural exchange, technology, and crisis response;
3. Calls for increased investment in infrastructure, technology, and innovation to boost economic cooperation;
4. Advocacy for reform of the UN Security Council and the international financial system to ensure greater equity for Africa and the Caribbean;
5. Reaffirmation of joint commitments to climate justice, sustainable development, and peace and security.
